Please be aware that local COVID-19 regulations may affect your journey as well as the meeting until the very last minute.
As of May 2022, all COVID-19 entry restrictions have been lifted. When entering the Republic of Serbia, foreign citizens will not be required to have a negative PCR test, a rapid antigen test, proof of recovery or a vaccination certificate, regardless of which country they come from.
Nevertheless, we recommend that you regularly check the latest regulations and requirements leading up to your trip. For the latest information on COVID-19 travel regulations, please check the official governmental information here.
Make sure to also check if there are any restrictions when returning to your home country from Serbia. If you travel by land, COVID-19 entry restrictions may differ depending on the countries that you cross. For an updated overview of the regulations in place around the globe, check here.

The cost for a PCR test is 9,000din (€76).
- Tests can be scheduled through the Government of Serbia’s eSchedule PCR Testing website by choosing “Engleski” from the drop-down menu, and then by typing in “Beograd” and selecting ”Грaдски зaвoд зa jaвнo здрaвљe Бeoгрaд”.
- Once a test is scheduled, you will receive a payment slip which can be paid at local banks and post offices. Take the payment receipt to your test. The test results will be sent to you via email.

In the city
It is difficult to find information on the accessibility of Belgrade. Most businesses do not disclose accessibility details on their website and accessible tourism information is almost nonexistent.
Belgrade is not wheelchair friendly. Most sidewalks are high and ramps are steep and not easy to find. There are still many public buildings and businesses that are not step-free and which do not offer wheelchair accessible toilets.
The public transport network is also not accessible for wheelchair users. Trolley buses and buses are most often not wheelchair accessible and very few tram lines are ground level.
Belgrade’s city transport company can provide vehicles for transportation for persons with disabilities. This service needs to be pre-booked through the Bitef Festival by writing to mladen.savkovic@bitef.rs. In order to book your transfer, you will need to provide the date, time and address for pick-up and drop-off at least one week prior to the transfer dates.
Most crossings in the city centre are equipped with sound signals.
If you look for directions, the city centre has plenty of signage in Serbian and you should be able to find many restaurants with English menus. Some bus lines also notify passengers about bus stops in writing on a screen.

At the meeting
It is our aim to make the IETM Belgrade Plenary Meeting as accessible as possible. However, it may not be possible to offer all access requirements at every location and, therefore, we recommend that you check the location of your interest.
The accessibility of each venue will be uploaded upon confirmation of the full programme.
All accessibility details which are provided online are collected based on the information received from the venues' staff and their websites. If you need more information, please get in touch with the venues directly.
There will be a range of accessibility features available at the meeting.
As we have budget restrictions and are dependent on the local infrastructure, we cannot always guarantee that the conditions will be the same from one meeting to another. Nevertheless, for this meeting we are able to:
- Offer a free registration for your support worker;
- Send you a large print version of the programme;
- Provide speech-to-text captions for all plenary sessions of the meeting programme – details of these services will be available online upon confirmation of the full programme;
- Ensure that all the venues hosting the working programme and most venues hosting artistic performances are wheelchair accessible.

Belgrade is located at the confluence of the river Sava and the Danube. It is one of the oldest cities in Europe and has been conquered by 40 armies, which explains its diverse cultural influences.
The City of Belgrade is the founder of 30 cultural institutions (12 theatres, 8 institutions for protection of cultural values, 4 libraries, 6 cultural centres and galleries) as well as 11 cultural events, including Bitef Festival.
Main meeting venues
MTS Dvorana (AKA Kombank Dvorana) (Day time venue & Late night meeting point)

MTS Dvorana, formerly known as Kombank Dvorana first opened its doors in 1957 as the Trade Unions hall. Renewed in 2017, it is located in the city centre of Belgrade and is now used as a multipurpose hall that hosts performances, film screenings, concerts and other types of event and cultural activities.
MTS Dvorana is a wheelchair accessible venue. The access to the venue is via the main entrance, on the right handside of the three doors.
There is a lift to access the rooms on the first floor which is located right at the entrance in the lobby area. The lift is equipped with sound signals.
You will find a wheelchair accessible toilet on the first floor of the venue.
At MTS Dvorana, we will be using the following rooms:
- Lobby
The main lobby is step-free and can be accessed via the main entrance. The accreditation and information desks will be at wheelchair height.
- Main auditorium
The main auditorium has 10 wheelchair seating areas. The stage is wheelchair accessible from the backstage area.
- Sala 6
Hall 6 is an auditorium space and has a seating area for one wheelchair.
- Maršalov Salon
The Maršalov Salon does not have any fixed seats. The room has a mezzanine which is only accessible by stairs but the main surface area is step-free.
- Konferencijski Centar
The Konferencijski Centar does not have any fixed seats and is step-free.
- Lisabon bar
The Lisabon bar is located on the ground floor of the venue and has direct access from the street side. The room has a café setup with tables and chairs and is step-free, although the bar is not at wheelchair height. The Lisabon bar is also equipped with a wheelchair accessible toilet.
Magacin

Magacin is a cultural centre in Belgrade, where theArtistic Walk #1 on 29 September will take place. The Magacin Cultural Centre is a cultural and social centre, a resource managed by the community, according to the commonly established rules.
Magacin is not defined by a rigid programme or curatorial concept, but nourishes and supports a wide range of contemporary creation programmes, as well as socially responsible initiatives that act in the public interest. Art organisations, associations, informal art groups and individuals - regardless of age - act in accordance with the Magacin’s values. Magacin’s resources are not only for working and realising their programmes in the field of contemporary arts and culture, but also for a wider range of social practices. Magacin is available to hundreds of users on a daily basis through the open calendar model, free of charge.
The open calendar allows all potential users (no matter whether they have the status of regular,new or occasional users) to have the same rights and conditions to use the space. Although primarily oriented towards the independent and informal scene, Magacin is also open for cooperation with institutions.
Magacin has a wheelchair ramp and a bathroom adapted for wheelchair users.
Artistic programme venues
Little Theatre "Duško Radović"

Little Theatre “Duško Radović” was founded in 1948 as the “Puppet Theatre of the People’s Republic of Serbia”. Since 1968, it has been operating as the first dedicated children’s theatre in Yugoslavia divided into two stages. It is famous for its youth theatre with a permanent ensemble that prepares and displays plays for both children and adults alike.
The programme features projects that deal with educational and social characteristics, showcasing problems that children and young adults face today. It explores new theatrical forms and expressions, including various puppet techniques, with the intention of getting as close as possible to the sensibility of contemporary young audiences.
The performances aim to connect children of different nationalities, economic and social backgrounds; encourage respecting others; support for children’s rights and tolerance, recognition and respect for diversity. In addition to performances, the theatre develops an active relationship with the audience with specially designed projects, which includes experts on specific topics.
Little Theatre “Duško Radović” is a wheelchair accessible venue where the first few rows have space for wheelchairs. A wheelchair accessible bathroom is available and is located right next to the main entrance in the lobby. There is no accessibility service for hard of hearing or visual aids available.

Belgrade Drama Theater

The Belgrade Drama Theatre was founded in 1947 under the name Gradsko Pozorište, as an alternative to the academicism and conservatism fostered by the leading theatres in Yugoslavia. The Belgrade Drama Theatre - the oldest city theatre - became an example of how modern theatre should be, and encouraged translations of contemporary dramatic repertoire.
Today, the Belgrade Drama Theatre strives to enable authors and actors to develop a contemporary theatre repertoire on its stages.
Belgrade Drama Theatre is accessible for wheelchair users, although there is only one seat reserved for this purpose. Please get in touch with the team when booking your ticket by writing to biletarnica@bdp.rs.

National Theatre in Belgrade

The National Theatre in Belgrade was founded in 1868 when Serbia and its capital, which was in the early stages of its development, needed a theatre. The National Theatre was built according to the design of Aleksandar Bugarski, the most prominent architect in Belgrade in the 19th century. The building was a typical theatre building at the time, particularly reminiscent of La Scala in Milan, with regard to its Renaissance conception and the decorative finish. Today under its roof there are three artistic ensembles: opera, ballet, and drama.
Opera & Theatre Madlenianum

Founded in 1999, Madlenianum is located on the bank of the Danube, among three churches where it unites different religions, perspectives and connotations in a symbolic way. At the very beginning it was a chamber opera, showcasing the work that no one was aware of. Later, its repertoire grew to more opera titles, from baroque to the contemporary opera of the 20th and 21st century. Since 2005, the variety of productions such as opera, ballet and musicals have involved new content-drama.
Madlena Zepter, founder and owner, wishes to showcase more innovative and modern versions of classic and contemporary works.
Centre for Cultural Decontamination

The Center for Cultural Decontamination (CZKD) is a nonprofit cultural institution whose work is based on critical thinking, and cultural and artistic production. Through cultural and social engagement, which involves thousands of people, CZKD articulates initiatives of polarisation of public space, culture and art. Established during a time of war and transitional devastation, the Centre has managed to develop into an institution of resistance. It was opened at the “First Decontamination” on January 1st 1995, with the firm belief that nationalism, xenophobia, and any kind of violence can be questioned in the same way that they are developed – through culture, art and public speech. Since then, the Centre has been an institution of critical thinking and the affirmation of the right to rebel, without separating human rights and justice, art, culture and truth. Since its foundation, CZKD has organised thousands of programmes, plays, performances, exhibitions, concerts, public discussions, film screenings, workshops, seminars, conferences, lectures and complex experiments. CZKD is a place of political and cultural dialogue, a public space that is open for both critique and affirmation.
Faculty of Medicine, Institute for Anatomy, amphitheatre

The University of Belgrade is one of the oldest universities in the region. The origin of the University of Belgrade can be traced to the beginning of the 19th century, when Dositej Obradović founded the College in 1808. The Faculty of Medicine is one of the oldest faculties at the University of Belgrade. It was founded on December 9, 1920. Nine decades later, with 37.225 MD, 3.529 magister and 2.626 PhD degrees obtained, the Faculty of Medicine is the leading institution for medical education in Serbia and a significant player in regional terms.
Luka Beograd, Blue Hall and Old Matez

The history of the Port Of Belgrade begins on March 11 1957, when the People's Committee of the City of Belgrade adopted a decision to establish the Directorate for the Construction and Development of the Danube Bank. Its task was to construct the Danube wharf and access roads, warehouses, storage spaces and other wharf buildings and facilities. Its final name, "Port Company in Belgrade", was determined by the Assembly of the City of Belgrade. 1961 is officially considered the year of establishment. The articles of incorporation also determined the activities by the company, which will be performed in an area of the pier on the Sava, the pier in Zemun and the pier under construction on the Danube.
Since 1989, while complying with the Law on Companies, the company has operated under the name of LUKA BELGRADE Social Enterprise, after the ownership transformation was completed on February 21, 2002. The Port was registered with the Commercial Court as Joint Stock Company LUKA BELGRADE and still operates under that name today, with its headquarters in Žorža Clemansoa Street no. 37.
Bitef Teatar

The colourful and vibrant Bitef Theatre is an avant-garde theatre located in a reconstructed evangelical church, in the very heart of Dorćol.
Ever since its foundation in 1989, the idea of Bitef Theatre has been to spread the influence of the BITEF festival, to discover new theatrical tendencies in our environment, as well as to provide a space for artists whose work represents a leap from the traditional and established boundaries of stage expression.
Bitef Theatre is a theatre of artist-researchers and experiments, a theatre that creates culture without hiding behind dominant cultural models.
Bitef Theatre is not wheelchair accessible as there is a staircase to enter it. The toilets are also not wheelchair accessible.
Yugoslav Drama Theatre

Yugoslav Drama Theatre was founded in 1947. After World War II, new authorities decided to establish a company consisting of the most prominent actors from all important theatre communities and cultural centres in former Yugoslavia, such as Belgrade, Zagreb, Novi Sad, Ljubljana, Sarajevo and Split. Moscow Art Theatre was supposed to be the model in structuring the organisation and artistic policy.
Bojan Stupica, theatre director and designer, was appointed as its first Artistic Director. Joined by several literati, he also defined the basis of the YDT’s repertoire strategy as a theatre strongly oriented towards the works of the highest literary level. Therefore, early seasons were marked by both international and national contemporary plays. The literary orientation has remained an important part of the company’s artistic policy. Its most recent productions include plays by: William Shakespeare, Molière, A. N. Ostrovsky, I. S. Turgenyev, Alfred de Musset, G. E. Lessing, Fernado de Rojas, Luigi Pirandelo, Harold Pinter, Neil LaBute, Ivo Andrić, Ivan Cankar, Biljana Srbljanović, Dejan Dukovski…
Yugoslav Drama Theatre main stage “Ljuba Tadic” is a wheelchair accessible venue where the last row has space for wheelchairs.
Getting to Belgrade
IETM is a strong advocate for railway travel, and we therefore encourage you to travel by land if you are able to.
If you are a category 1 or 2 IETM member, don’t forget to apply for a travel grant if you need one.
By train
Belgrade has only a few connections to other European cities by train. Belgrade Centar station, also known as Prokop, is the main railway station. You can check the location here.
Belgrade’s original historic station has been closed since 2018. Due to this change in the railway system, some train connections might be temporarily unavailable.

By coach
The main bus terminal in Belgrade (Beogradska аutobuska stanica (BA) is Železnička 4, Beograd, Serbia. For directions from main European cities by Flixbus, check out this page. Belgrade has many connections by coach to and from neighbouring countries.
By car
If you choose to drive to Belgrade, don’t forget to ask other participants if they want to share a ride by posting on our forum. Belgrade is located at the intersection of the European E-70 and E-75 highways. Please note that Belgrade can be a difficult city to park in.
Parking areas on the streets in the centre of Belgrade (within the number 2 circular tram route) are divided into three parking zones, where parking time is limited and payment is made for each full or incomplete hour:
- Red zone - maximum 1 hour
- Yellow zone - maximum 2 hours
- Green zone - maximum 3 hours
Parking areas within these three parking zones are indicated by special traffic signs bearing the colour of the zone as well as by road markings. Parking is payable in all three zones on week days from 07:00-21:00 and Saturdays from 07:00 and 14:00. Payment methods for parking in these three zones are:
- Parking tickets, which can be purchased at kiosks and other points of sale. The time of arrival should be written on the ticket and it should be displayed on the inside of the windscreen.
- Parking ticket machines (only found in the red zone). Machines selling parking tickets take coins and electronic parking cards
By air
Nikola Tesla airport in Surčin is located 18 km from the centre of Belgrade. Check the airport’s location here.
If you are planning on flying to Belgrade, be aware that direct flight connections are not always available and that fares might be pricier than to other destinations. For more information on flights to and from Belgrade, check the airport’s website on this page.
Other options to reach Belgrade by air include flying to Budapest or Timişoara first and then getting to Belgrade by coach.
You can reach the city centre from the airport with the A1 shuttle, which serves the following stations: Belgrade Fontana, Belgrade Main Railway Station and Belgrade Slavija Square.
The A1 shuttles leave every 20 to 40 min from 07:40 to 20:00. It takes approximately 35 min to reach the city centre.

The price for a one way ticket costs 3€ / 300 RSD.
The Secretariat for Public Transport of the City of Belgrade, in cooperation with the Belgrade Airport, has put into operation a counter for issuing certificates of fixed price (vouchers) for taxi transport, which is located in the international arrivals area.
Passengers have fixed prices for taxi services at their disposal upon arrival, according to 6 zones-destinations within the city of Belgrade, as defined on the map. For zone 2, where the majority of recommended hotels are located, the fixed price is 2200 RSD (€18,70).
Getting Around
Public transport
When walking is not possible, we strongly recommend that you use public transport to move around Belgrade. Belgrade city public transport is provided through a network of buses, trolleybuses and tram routes run by GSP "Beograd", as well as other bus services operated by private bus companies across 130 routes.
Single tickets can be bought :
- in public transport vehicles, from the driver or conductor
- at kiosks marked with a ticket sales sticker
- at GSP points-of-sale: Skenderbegova 47, Deligradska 10 or Republic Square
We recommend that you buy a paper card which costs 89 RSD, and you can drive with that card for 90 min on all lines (for 1st or 2nd public transportation zone).If you buy a ticket on the bus a card costs 150 RSD.

There is no official information on the accessibility of the public transport network of Belgrade on the website of GSP Beograd. Nevertheless, it is quite difficult to navigate the public transport system if you are not an able-bodied person.

Taxi
There are two different taxi rates in Belgrade:
- from 06:00 to 22:00 (rate starts at around €1.4, and charge per kilometre is around €0.5)
- from 22:00 to 06:00, on Sundays and holidays (rate starts at around €1.4, and charge per kilometres is around €0.7).
All taxis have a taximeter and you should expect to have to pay in cash.

If you cannot call a taxi and you need to fetch one on the street, keep in mind that all officially registered taxis vehicles should have:
- a company board and unique number on its roof;
- a taximeter;
- A registration plate with letters TX at the end.
Uber does not exist in Belgrade but there is a similar service called CarGo.

Please note that in Serbia smoking is still permitted in most cafés, restaurants and bars. This means that you will most certainly experience someone smoking next to you while you are having your meal or your morning coffee. This being said, many restaurants and cafés are equipped with good ventilation systems.

Kafeterija (at MTS Dvorana)

Located inside our main venue, Kafeterija is a coffee shop with a wide range of hot and cold drinks and of course a wide selection of coffee brews. Kafeterija also serves light snacks and breakfast foods with a good vegetarian selection.
The space has a big terrace as well as an indoor seating area. For step-free access, you can enter via one of the main doors of MTS Dvorana (AKA Kombank).
Drinks cost between 200 RSD-400 RSD and you can count around 600 RSD for a sandwich.

Restoran Monument or Ruski Car is one of the few step-free restaurants around MTS Dvorana (AKA Kombank). The service is quick and you can easily grab a sandwich or a salad, or choose from their lunch menu that features pasta, pizza and risotto dishes as well as more consistent meat dishes.
The price of dishes ranges from 600 RSD for sandwiches and 1000 RSD for salads and pasta, and can be up to 2000 RSD for meat dishes.
This restaurant is also a good option for breakfast.
The entrance is step-free and the toilets are wheelchair accessible.
Klub književnika

You can find a large choice of dishes with soups (around 400 RSD), starters (800-1000 RSD), main courses with meat and fish (1300-2500 RSD), salads (400-600 RSD) and deserts (500 RSD). The restaurant also offers a wide variety of drinks, from cold and hot beverages to wine and aperitives.
You can only access Klub Knijževnika via a staircase and the toilets are not step-free.

Petit Jardin

Petit Jardin is an intimate café located right above Branko bridge with a view over Sava River. It offers mainly hot and cold beverages as well as a simple selection of pizzas (790-890 RSD).

The neighbourhood around Branko bridge can be difficult to navigate with its steep and pebbled streets.
Telma

Telma is a restaurant and bar with a warm atmosphere and an outdoor seating area. The owners sometimes organise live jazz bands concerts. You can have breakfast (400 RSD), starters (400-900 RSD), salads (300-500 RSD) and main dishes such as pasta, burgers and meat (700-900 RSD), as well as desserts (300 RSD).
Telma is also a nice place to have a drink. The prices are usually around 150-250 RSD for soft drinks and around 600 RSD for cocktails. The restaurant also offers some vegetarian options.
Telma is not wheelchair accessible and there is a staircase to enter the restaurant. The toilets are also not wheelchair accessible.
